Windows Speech Recognition keeps selecting "file"

Anybody have an idea how to make Windows Speech Recognition stop automatically selecting "file" on the Internet Explorer 11 after saying "start listening"?

It seems to be doing it on this site and a few others:

But if you say "stop listening" and then "start listening" it automatically goes to "file" in the top left corner of the browser.  It's really annoying because then you can't page down anymore by saying "page down".  It just goes down the file menu.
