Marty, I always open the Sound control panel to the Levels tab prior to running the "set up my microphone" option. That way, I can cancel out of the process if the volume jumps to 100.
My system always changes to 100 when I attempt this. In fact, the input level jumps to 100 the moment I display the "volume adjustment" screen, before I utter a single word.
The bug never went away for me. Windows 7 started out fine; at some point the "100" bug appeared, and it has been with me ever since.
