Speech recognition not wrking

When I select "Start Speech Recognition" from control panel, nothing happens: I do not get the Speech Recognition Bar and I do not get any errors.
Also, in Text To Speech, I do not hear Microsoft Anna speaking the default text.
The proper listening device is selected, nothing is muted and the volumes are up.
 
Hopefully someone can offer some help as to how I can fix this.
 
Winddows7 64-bit, i7 processor at 2.6G and 12g memory

Did WSR, Windows Speech Recognition, ever work? Did you do the training? What happens when you run Setup my microphone?

If WSR worked at one time, try a System Restore point from when it was working.

In Control Panel, open Speech Recognition. Click Advanced speech options on the left side. Go through all the options.

Also check Control Panel, Language Advanced settings.

Speech Recognition did work some time ago - like  acouple of years. But since that time,lots of things have taken place on my computer - such as a complete reformat. So, a system restore would be out of the question.
I have gone through and done the training and that seems to work OK
When I run through the microphone setup, it seems to work OK - Tells me my microphone is ready for use.
In control panel - Speech Recognition - Advanced Options, the following setings are present:
Speech Recognition Tab
Language - Microsoft Speech Recognition 8.0 for Windows (English-US)
Profile - Default - checked
Run SR at startup - checked
Enable Voice Activation - checked
Microphone - level "meter bar" fluctuates green when speaking
Text to Speech Tab
Voice Delection - Microsoft Snns - English (United States)
Use the following text to preview the voice - Default text
 
When Preview voice is clicked, the highlight cursor scrolls across the text (speed is set Normal) but no sound is heard.
 
In the software package that I am trying to use SR for, I can issue commands, but no replies are heard.
 
I am sure my speakers are selected properly because I can hear system sounds and sounds from Skype and other voice chat programs.
 
UPDATE
Have just gone into the Audio Settings for Playback and into the Speakers Properties: Then on the Sound Blaster Tab clicked"
Settings - (produces the Audio Control Panel)
Clicked - Restore Defaults Tab
Clicked Restore Defaults Button
Close
OK
OK
Apply then OK
 
I can now hear Microsoft Anna Speaking.
 
I guess now my only question is - why dont I get the SR Bar when I start SR?

All settings sound correct. I wonder if your SpeechBar is minimized. Check for a round microphone icon in the lower right Taskbar. You may have to click the up arrow white triangle for hidden icons to see it. If the microphone icon is in hidden icons, double click it to restore the SpeechBar.

If you want to hear Play Back you must start Narrator. Do a search for Narrator in Windows 7. I'm using Windows 8 and the keyboard and voice commands may be different.

Hope this helps. I am leaving shortly for over 2 weeks and will have limited access to this forum.
