I have a friend  who is severly disabled, partially paralised and weelchair bound and has great difficulty using a computer keyboard and her speech is very quiet at times and her voice level's vary.
 
Would the Quiet and variable Speech levels create a problem with using Windows 7 Speech recognition?  If so could this be easily overcome and would choice of microphone (Headset type necessary) be important.

It's hard to say if WSR will work for her or not. My advise is to try it with an inexpensive headset, even one you could borrow from someone, before investing in good one. What a good headset gives you is good background noise canceling, so try to make sure the test headset is used in a quiet environment. Also, read, http://www.mymsspeech.com/download/WSRGetStarted.pdf - "Getting Started with Windows Speech Recognition."  this will  help you understand what it takes to get high accuracy.
